You'll find titles much easier to work with in Timeline mode -- especially if your title is on an upper video track.
Switch to Timeline mode. You'll likely see the title clip on Video 1 or Video 2.

I just deleted the titles I could not select from the Project, and then I
put in a new one.
But I'll try your advice next time.
Here is a look at what you should see, when you place the Title on a Video Track, above an image. Also note, after Dbl-clicking on the Title, it will open in the Titler Work Panel, which looks almost like the Program Monitor, but note the Tools to the right.
Note: this image is from PrE 4.0, but will look the same in all later versions. Also, we are in Timeline View Mode.
