If it is bundled with the air app, then it's as easy as using the SWFLoader class.
If it's loading from a remote host, you need to load it into your app as a ByteArray first.
The example is for Modules, but the principal is the same I believe.
Additionally, in Flex 4, if you add
-includes=mx.managers.systemClasses.MarshallingSupport to both the Flex SWF
and the AIR SWF, then you should just be able to load the Flex SWF, but it
will be in its own security sandbox. In Flex 3.2 and newer,
MarshallingSupport is built in.
