M Blackburn Apr 27, 2011 3:49 PM (in response to jr4292)Illustrator has a halftone effect that could get you started.
Edit: Duh, and Photoshop has the same thing in Filters.

MTSTUNER Apr 27, 2011 6:43 PM (in response to jr4292)Look under Filer>Pixelate>Color Halftone. There is no preview,
so start with the default values first.
Also you could try Filter>Sketch>Halftone Pattern on a duplicate layer
and then change the layers blending mode to Luminosity to bring
back the color.

c.pfaffenbichler Apr 28, 2011 4:02 AM (in response to jr4292)And the dotted Mask can be achieved with the Filters mentioned by the previous posters applied to a Layer Mask.
If maintained editability for the Mask is a concern one could go with another, rather convoluted method with Smart Object in Smart Object and then Clipping Mask to that.
Edit: Sometimes I might overdo it with the Smart Objects – the second SO is actually unnecessary as it could just as well be done in the first SO …
