Follow the menu directions:
1.Edit -> Administer Websites --<Select ur website>
2.In the "Administer Website" dialog click on "Web server"
3.Click on the "Index Files" tab
4.You should find index.html listed here
5.Move this to the top using the up button.
This should work and take the user to the index.html on loading the website in Contribute.

Also to add .. which version of Contribute are you using ?
As noted in my original post, I already tried exactly what you suggested and this had no effect. Thanks anyway.
My version of Contribute is 3.1
Can you verify the setting for your deafult page in your Webserver say IIS or apache ?
Contribute is supposed to work with the workflow i provided !!
The IIS server it the first place I checked. Index.html is at the top of the list yet Contribute browses to index.htm and then produces a 404 not found error page.
I don't have any information, but I'd like to share that I am having the same issue with a site now. My client's Contribute browser points at index.html instead of index.shtml. I have checked IIS and moved index.shtml to the top of the list in both places. I tried resending the connection key - this didn't help either.
After posting yesterday, my client called and said that the browser does go to the correct page. She is off-site so I'm not sure if she rebooted or just restarted Contribute (I asked her to do both), but moving the index.shtml to the top of the IIS default page list seemed to do the trick for me.
As a workaround can you try this ?
1. Click on administer website.
2. In the general tab , Add the page say index.html in the "Home page for users in this role" text box.
