First of all, what does this mean? Secondly if it is a bad thing to see how do I fix it?
It's not bad. It's telling you that your application is using RSL linkage and where the RSLs will be loaded from.
Does it mean the client running this application needs internet connection to the fpdownload site? What if it is Intranet application with restricted connection to outside?
If the RSL cannot be downloaded from the fpdownload site then Flex will attempt to download the RSL from the same directory as where the application was launched. You can override the default RSL configuration and load RSLs from where ever you wish.
