Save your preferred settings as an Animation Preset and apply that, rather than just activating Outer Glow the normal way.

I am doing a lot of repetitive tasks right now. For example, for every scene I have to create a Solid, apply an oval mask to it, drop the transparency down to almost nothing, and apply a Guassian blur to the solid. (The layer is supposed to look like a shadow.) Can I make that layer some ind of preset, too, rather than creating the Solid from scratch and doing all those tasks in every Comp?

Animation presets include sets of layer properties, but not whole layers. You could write a script to do this. Or you could just get really quick with the shortcut for creating a solid layer (Ctrl+Y) and applying the most recent animation preset (Ctrl+Alt+Shift+F).
