I have saved a text document as a .pdf
Just saving a document as pdf does not make it into a pdf, if this is what you have done it will not open.
If you have actually created a pdf, do you have the acrobat reader installed? If not then the browser will not open the file, (it may allow you to download it).
Dreamweaver won't open ANY pdf because a pdf isn't a dreamweaver file. Just like it won't open an excel workbook or a powerpoint presentation.
If you BROWSER won't open the pdf, that's a different story.
What is the error number you see (403, 404, 405, etc)?
What is the address of your website?
The browser won't open the pdf. The error message is 404.

The only PDF I could find on the page is a newsletter and it opens fine for me. I would highly suggest in a better PDF creation tool or if you are using Acrobat you should tweak the graphics settings a bit because those are not that great. I'd typically recommend against spaces in file names because of how they are processed by the browser:
Thank you for the feed back. It's the only newsletter there, but I am unable to open it on my end. I am getting a 404 error message when I try.
Also, I haven't placed any spaces in the file name. Do you have any idea about what might be causing these phenom?

Shouldn't that be "newsletter.html"?
For me, your PDF opens in Acrobat just fine, however you should rename it without spaces. Note how spaces are converted to %20 on the web:
Also, a word about file size. 1MB for a one page newsletter is too much. Try compressing your PDF to e-mail size, no more than around 200KB.
404 is a "file not found" error... and as Nancy pointed out, it looks like you probably have a bad file path to it.
What link are you clicking on exactly? I clicked the 2nd one down in the right hand menu "GWI Blast Commercial Newsletter".
