Auto loading pop-up windows will be blocked by browsers with pop-up blocking (approx. 98%). If the site visitor initiates the pop-up by clicking a link, the pop-up won't be blocked.
That said, the manner in which pop-ups open depends on your site visitor's browser settings. For some it may open in a new tab. For others in a new window. That's why it's usually best to keep important information on the main site page where everybody will see it.
Pop-up windows in Dreamweaver:
Select a link. Go to the Behaviors Panel. Click the + sign and choose Open Browser Window. This will send up a dialogue for URL, window size, scroll bars, etc... Below is an old tutorial, but it's still relevant.

1. If people have javascript turned off, the popup won't "pop up" and voila! no links. Pretty useless to those visitors if they cant find things like tour dates, bios or music links.
2. SEO (Search Engine Optimization) - If you have a popup for your links or site navigation, the script has to "call" a separate html page for the popup and THAT'S where your links are. Search engine robot only sees a javascript to call another page. If it can't follow that script, it never sees your links, can't follow them, and can't index them or the pages they link to. Again, pretty useless to limit searchability when you consider the whole purpose of having a site for your band is to get the word out about the band.
Stick to html links in your pages and search engines will be able to help the page get seen.

Either way, links to other pages will cause the youtube video to stop working, that's the whole point of this question. How to bring up other info whilst keeping the youtube video playing in the background. I can't do that if I send them to another page, that's why the idea of a popup was interesting. And more ideas?
