What version of actionscript are you using?
I'm working with action script 3 for my project, though I haven't done any coding so far, I've just turned the images into buttons that you can click and roll over

When you get to adding code for the buttons, in the rollover code you can make use of the addChild() method. This is the simplest way to have an object brought to the front of all others. Another way is to use the setChildIndex() method, but that involves a little more complication since you need to specify where it gets set to.
I've turned the images into movie clips and created an actions layer. I've just started coding the 1st 2 images, but they are doing the same thing, 1 image is partially in front of the 2nd when scrolling over. I'm not sure how to code the buttons.

What code are you using for the rollovers? That is where you want to apply the addChild() code.
