you're mixing "localhost" and "192.168.0.209" URLs (your SWF came from "localhost" but your web service is at 192.168.0.209). this counts as "cross domain" but you don't have a crossdomain.xml file on your web server to allow that.
to fix, either ensure that the domains are the same or install a crossdomain.xml file on the 192.168.0.209 web server to allow access from the other domain. you can ask google about crossdomain.xml.

given the timestamp of this message vs your messages in other threads regarding directory permissions for the SQLite database, i assume you have answered this question as well.
Even i had the similar error... it had too do with permissions...the folder in which u have sqllite db set permissions of read/write on it. Both on sqllite and upper folder.
