They could be using a font that is not embedded in the document and is not available on your system.
If you go to File>Properties>Fonts, does it say "embedded" next to all of the listed fonts?
That was not the problem, but it led me into finding the fix. Under the fonts section I found that it was using powertab font. So the fix was I had to donwload power tab to have the font on my computer.
If you had to download the font then that WAS the problem. The font information was not embedded so you needed the font.

oh your right I'm sorry. Its just, it doesn't say emmbed anywhere in the font section. The reason why I knew I didn't have the font was, font type it said power tab and under actual font type it said font 1 while all the other fonts had their name there again.

Correct. Actually, it should say "embedded" which would mean the font information is contained in the document. Lack of that tag means you need the font on your system or you need to ask the creator of the PDF to embed the font information.
