Consistent space between text frames and other elements

      Hello everyone,

I'm creating a document and ID and wanted to know how I could set a consistent space between text frames and other elements on the page. The document is set up for publishing as an interactive PDF and is based on a preset of 1024 x 768 pixels.

So, in the first screenshot below there's the page title ("Month in Review) followed by a red separator and my question is can I make a rule somewhere that says news headlines (e.g. 72m Live Streams for Royal Wedding on YouTube / Tesco Buys Blinkbox) are always a specific number of pixels down from the red separator? My paragraph style for news headlines is currently set to 0px Space Before.

In the 2nd screenshot you can see that the space between the separator and the news headline is not the same as the first screenshot.

      Thanks in advance.
