Your error message is pointing to an issue with Photoshop. Can you do a Repair Install of Photoshop?
Did you get the same error message for PrPro.exe, or just Photoshop? If just for PS, you might want to post to the PS/Windows Forum too.

I don't recognize this specific error, but I'll hazard a guess that you've tried to install some 3rd party plug-in(s) by either incompletely copying them or pointing your Extra Plug-ins Folder at an old version of Photoshop.

it was on PS and AE. It was the Matrox drivers and utils. they went missing when I did the recovery.

While there have been several jokes, over the years (Owl Orphanage is not the most outrageous name in Adobe products), I never fully knew what the implications were. Now, I feel better, as I could just imagine all those deceased owl moms and dads.
I appreciate the reference to 3rd party plug-ins.
