I think your problem is _root.i is pointing to an object and maybe this object does not exist on your root timeline.
Any how _root.i should be a number shouldn't it not an object.

root.i is refering to a variable that equals "0". Even if I were to do this:
_root.b.attachMovie("p0", "pb", this.getNextHighestDepth());
It still doesn't work...
"_root.b is a movie that contains nothing"
1) make sure the movieclip instance on your stage has given instance name "b", but not your movieclip symbol name "b".
2) make sure your movieclip instance "b" is located on your movie root, but not in any other movieclip.
3) replace this.getNextHighestDepth() to _root.b.getNextHighestDepth()
3) make sure your variable "i" has been defined on your movie root, and it has to be defined before you attachMovie "p0".
