Is there a way to peg a local header override to page content? For example, say I have removed the header on Page 81. However, if I later insert a Page 6, it moves the content on Page 81 to Page 82, which has a header. The desire is to have 'header override' to move with the original content on Page 81.
FYI, in my real-world situation, the content on "Page 81" is the first page in a chapter, which should never have a header. So, I would like for the header override to move with the first page in the chapter, regardless of additions or deletions to prior content.
Page overrides will stay with the page if you add or delete pages, as would the assignment of a different master page, which in my opinion is a better method. Make a second master based on the one with the header, then delete the header from the master.
In light of your answer, the header adjustment will be one of the last layout tasks I undertake.
