I have an standard definition 4/3 ratio DV project in 720 by 480 I wish to convert using Boris Continuum Complete UpRez to 1920 by 1080 with black bars on either side of the picture. I have selected and copied my timeline with the intention of pasting it into a new Hi Def timeline. When I am creating a new sequence, Premiere does not offer me a 1920 by 1080 preset under HDV, but under AVCHD it does offer both 1440 by 1080 (anamorphic) and 1920 by 1080 (square piel). Can I choose the latter without problems?

The best way to do this is use the HDV sequence, place the SD clips on that sequence and then apply the Boris UpRez filter. In Boris you designate the source track and chose the source format--in this case, 4x3 DV. On the scaling options, you pick the HDV present. Set the frame croping option you want and the sharpening option. I've found this works okay if your source video is well exposed. .
