You can import a Final Cut Express project into Final Cut Pro, then, export the XML to Premiere Pro. That would be the only way possible that I know.

Kidding apart, I was wondering of any conversion/import tool is planned, or already under development from third party.
I'm awaiting for some of the people I know can help me with this conversion, but I would be happy to be independant.
Do you have a friend that has FCP? Perhaps they can do the conversion for you? A post house could also help.

I guess I can have their help, as soon as they can. In any case, being independant with this kind of things would be great.
However, I guess that this conversion is to be done once, since I don't plan to downgrade to FCE again (unless Adobe stops developing Premiere for Mac again, or I end up with no money to buy the upgrades...)
Did you ever succeed? I am facing the same issue. I stuck with FCE stubbornly till now. Now I am getting a hold of FCP7 to get my FCE files in the right format. Then hopefully I can get them on premiere CS6 and then I will upgrade to El Captain and Premiere CC hopefully with all the projects intact from CS6
