I would suggest getting the Designs results into an ArrayCollection, apply a filterFunction on it for displaying the relevant rows according to the user and use that ArrayCollection as the DataGrid's dataProvider.
(Let me know if the above was too general and a more detailed explenation is needed )
Note: Don't forget calling arrayCollection.refresh() after applying the filterFunction.

You should be filtering the rows on the server, not on the client.
pauland is right. Just use a "where" clause in your SQL query, so you would select and return only the relevant records to the client.
Your right, i was trying to wrap my head around that idea earlier but decided to go with this option to just see if i could get this to work then work on the server side filtering...
How would I do this in theory,
my thinking is that i query in my php file something like
SELECT * FROM DESIGNS WHERE DESIGNS.ID = USERS.ID;
then take the filtered data and pass it to a xml document
then in flex create an array list out of the xml to insert into the datagrid?
or do you have a better idea?
also will that information even be able to be editable because i am parsing the data through the xml?

If you are using XML for passing the data, you can use on the Flex client XmlListCollection as the DataGrid's dataProvider.
Furthermore, I think that maintaining a single format (perhaps by using XSD schema) on the server and client should enable editing the data, although I never tried this yet.
