I'm using Win 7 x64 Home Premium, and if I install Adobe Premiere Elements 9, my computer will fail to boot. It gives this screen:
Note: the computer cannot even boot the repair thingy by itself. It needs me to insert the Win 7 disc, and when I do, the repair is unable to find any problems.
System restore does solve the issue (I can boot into Windows 7 again), but then Premiere is gone of course. If I try to install again, same issue happens again.
There is no reason something this serious should be happening, if your Windows 7 was properly installed and updated.
Your issue is likely way too serious for us to diagnose on this forum. I'd recommend you try Adobe Tech Support -- although it's very likely your problem is at the Windows level and they may not be able to help you.
Meantime, I'd recommend you repair or, better, reinstall Windows 7 and that you manually go to Windows Update several times to ensure that have even the non-critical updates (as well as Microsoft Security Essentials as your only antivirus) before you install any more software on this computer.
