But I have seen some sites which does not allow to save the pdf.
How they restrict ?
They don't - you're getting confused between the grayed-out "save" button in the browser plugin version of Adobe Reader and the idea of not saving a file.
PDF files do not stream, so they absolutely must be downloaded to the local computer before they can be viewed. Everyone seeing your file has already saved it to their browser cache folder, and there's no way (and no point) in stopping them making a second copy in another folder.
It is not possible.

As I said before cache is not problem.
I just do not want to give any option to the user through the popup window(which contains the pdf) to save the pdf.
As we've told you - it's not possible.
