You need a authoring program to do that like Encore.
But as Encore giving you trouble you will have to find another program to do that for you.
But if i was you i would solve the problem with Encore as i do not think another programm will be the answer.

I would address the issues with Encore, and post to the very active Encore Forum with the full details of your system, and the problems that you are experiencing.
Depending on the connections that your computer has, you should be able to Export to a DV-AVI file (if you are on a PC), and then with the correct cables to the DVR, play the DV-AVI file in something like Windows Media Player, feeding that to the DVR to burn the DVD. Again, the success of this workflow will be highly dependent on the video & audio Out on the computer, and whether you have the correct cables to feed the signal to the DVR. The DVR might have some limitations with this method too, so knowing the make and model might be helpful, so that others here can comment directly on the setup and the chances that the feed from the computer can work properly with the DVR.

If the only problem that you're having with Encore is in the burning process, then you can use Encore to create an ISO and then burn the ISO with another app. I should add that burning problems in Encore are often the result of having another DVD or Blu-Ray authoring app installed on the system. The correct burning engine gets de-prioritzed.

shooternz Jun 17, 2011 2:04 PM (in response to beautrixie)It is possible to record to an external DVD Recorder but it has its issues and depends a little upon what you expect of the DVD.
I used to have a DVD Recorder in my chain and record direct from the Timeline playback (ie. Program Monitor)
Now that was in the days of DV and in my chain was a AVDvc 10 that converted the signal to the monitor. The Recorder was in the middle of that chain .
HD video will be more difficult to do this workflow..

You need the Encore forum for those problems... but a some ideas...
As well as the below, right click the Encore icon and select Run as Administrator... which fixes several "odd" problems
