For me, the bin-release folder is below the folder where the Eclipse workspace is stored for Flash Builder.
The error message talks about an existing folder with different case. So it found something like "Bin-Release" or "BIN-RELEASE" which is preventing it from writing to "bin-release". That sounds a bit silly, but that's what the error message is saying.
I believe this error also shows up if you type bin-release in the export path in the dialog box when exporting an AIR application. If you leave the path blank, it will create the bin-release folder for you. I'm not sure why, but typing bin-release in the dialog there seems to cause it to get confused.
