Highlight the text you want to use as a link and go to the Behaviors Panel > + sign...

JustShootMe02 Jun 21, 2011 4:40 PM (in response to Nancy OShea)Thanks Nancy... Now, can you link the text directly to a .PDF file (as the pop-up) or does it have to be another .html doc?
The .pdf doesn't seem to work.

3. Re: Can you link text to an "Open in New Browser Window" behavior?
Nancy OShea Jun 21, 2011 5:00 PM (in response to JustShootMe02)Yeah. The manner in which PDF files are handled depends on your end user's computer/browser settings, installed plug-ins, etc... In some cases the PDF will launch in the browser window. In other cases it may download to the user's hard drive or it may launch inside Acrobat (if they have it). Too many unknown variables here...
The best advice I can give you is to keep it simple. Link directly to your PDF file and use target="_blank" to open it in a new window or tab. And be nice to your site visitors, tell them it's a PDF file and approx. how big the file size is in KB.
Link (PDF -- 250KB)
