Offered, yes, but when you try to download, you will be directed to Reader 10.1. Reader 8.3 INTL is not provided if you continue through the links.
Still no luck, but thanks for trying to help. I can browse the FTP path, but the INTL multi-language version of the update is nowhere to be found. I am an admin of a 130,000+ seat global enterprise environment, and it is critical that we obtain the INTL multi-language version for our global security patch deployment efforts.
I am pretty sure that the MUI download was there last week at the FTP location that Claudio provided (now it is not).
Regarding the redirect to 10.1 from the 8.3 download link, can you post that problem at http://forums.adobe.com/community/general/adobedotcom_feedback ?
There is no MUI reader released ever for 8.x.x. So if you are searching for Adobe Reader 8.3 MUI, you wont be able to find it anywhere.
Also, as far as the link pointing to 10.1 instead of 8.3.0, its as expected since, the Reader download Centre always offers the latest released Reader. Try clicking the link that says something like "Different OS or version". This will give you the option of selecting the correct language and your OS.
