The Flex SDK is free and consists of the Flex compilers (mxmlc and compc), the Flex framework libraries, and source to the Flex framework.

Flex Builder is a development environment - IDE (integrated development environment) based on Eclipse and includes a source code editor with syntax hinting and highlighting, built in compiler, and visual component designer. It is also not free (don't remember price off the top of my head, but check our site) and can be installed either as a standalone or as a plug-in to Eclipse (in case you already have it for doing, say, Java or CF work).

Flex Builder includes the SDK as well.
