sounds to me , due to the system crashing it may have currupted registery files and therfore adobe cna no longer see them.
i would go to the unistall manager in what ever OS your running and unsiatll all codecs, inclduing your QT.
after you have done this, reboot and then clean the system with soemthign like tuneup utilities. after this downlaod and install either of these
you have a choice from my selection either
Cole2k Media - Codec Pack V7.9.5 Advanced
or another which seems to have less inside it
K-Lite Mega Codec Pack 7.2.0
personally i would deal with the first.
to cover all bases i woudl select all the codecs it gives you in the selections.
after this, reboot again just so the system settles itself with the new install and then try the adobe product again.
how ever be warned that becuase you are using CS3 i believe there is a chance that it wont recognise a lot of codecs since CS3 was produced quite a few years ago.
Never install the K-Lite codec pack. The web (and these forums) are full of reports of that codec pack doign lots of damage to video application functionality.
If you have damaged functionality after a crash, your best bet may be to uninstall the applications and then reinstall.
Please do not recommend such questionable solutions! K-Lite itself is known to cause any kind of trouble with Adobe products because it "steals" CoDecs...

but I dont know how to get After Effects to detect that I have quicktime now.
It will detect QT automatically, if that is installed correctly, which does no longer seem to be the case. Therefore the proper thing to do is to uninstall Quicktime/ iTunes completely and reinstall it. The question is, though, why you downgraded to 7.3, which would indicate that there were specific problems before and/ or you are using a third-party CoDec on your system that requires this old version... Care to elaborate? Also please provide info about your graphics card and otehr computer specs. If there is something wrong there, Quicktime itself might disable certain features and never properly show up in AE.... And for your own good ignore that stuff about CoDec packs.

What more evidence do you need other than two very experienced people, one of whom is on the After Effects team telling you that we've seen many such problems?
How about the warning on the download for K-Lite here that mentions potential damage?
and i shall respond in kind by asking, why would you respond in such a manner where i have politely requested evidence. or do you just expect everybody ro follow tour words without being questioned just becuase you are on the adobe team.

What evidence do you want? A list of threads in which the K-Lite codec pack was found to be the cause of the problem? There are many.
oh come on, seriously. that warning is quite frankly the same as on a food packet saying this may contain nuts.
that warning isnt evidence that theres been actual damage or confliction by the software.
Don't take my word for it, then.

anyways, to respond to a few questions you had for me. the reason I have QT 7.3 right now is because another forum told me to try downgrading from the most recent one I had. I can update again it was just something I was trying. also it wasnt Adobe that crashed it was my hard drive. I use mac with boot camp and windows XP, Adobe CS3 is on windows since the version I own is for windows. before the hard drive failure Adobe worked fine and could detect QT. when I loaded Adobe after the crash it alerted me that it did not detect QT, I realized that I hadnt loaded QT yet. so I immediately went to apples website and downloaded the newest QT. and when I finished my project I went to the render queue and still only AVI was my option.
I guess a temporary fix is I could save the project and take it to a friends and render it there, but that is a pain and Id rather it just work the way it should.
Jut to make it clear, the comments i was making as per asking for evidence, i woudl do the exact same if i was on the phone or in the shop to them.
i may be wrong, but since each version of cs seems to see different directories to plugins and codecs, why not try cs5.5 or is your system that old that it wont be able to cope.
Did you try uninstalling and then reinstalling the applications as suggested?
Also, please show a screenshot of exactly what you're seeing in the Render Queue panel and tell us step by step what you're doing.
ok, so I tried reinstalling adobe CS3 as suggested. I still get the same problem though. Im not sure how to take a screenshot of my computer, but its really not that complicated:
Step 1: add to render queue
Step 2: click "output to" where it says "not yet specified"
Step 3: click drop down menu for file type and AVI is still my only option
Ive reinstalled quicktime as well but it still seems like it doenst know its there. I also looked at the export option in the file menu and it only gives me the three adobe file types as well.
oh and to answer somebodies question about why I dont just use CS5... because its 3,000 dollars and I was given this copy of CS3 for free, and before anyone gets cocky I know its not the copy I have that is messing up because its the same copy I used for a year without any issues.
it was me that had the idea of cs5.5
and without spending the money, and no im not going that "illegal" route so take a breather.
they do soemthign called a trail, try it out.

I would like to help via teamviewer, basically its a rmeote dekstop applicaiton that gives you control and me with a simply install aplication with you giving me a unique id and password . you can close the connection at any time and you will see exactly what i am doing on your system and can even talk to you through its own chat.
Please post a screenshot of exactly what you're seeing so that we can help with troubleshooting. So far, from what you've said, it doesn't seem like you're looking in the right place for choosing output formats (which is in the Output Module Settings dialog box).
