How to change resolution of an InDesign frame?

How do you change the resolution of an InDesign frame?

I thought they should not have a resolution, but if you apply a transparency effect like bevel and emboss to 2 frames and then paste one of them into the another one, InDesigns preflight will flag the one pasted inside the other as being 150dpi. If I export the file to PDF1.6 Acrobat will also say it is 150dpi.

If I export to PDF1.3 I can then use the Transparency Flattener Presets to get it to 300dpi but is there a way to make it 300dpi without flattening the file? Does InDesign have a document raster effect setting like Illustrator tucked away somewhere?
