Really, it depends on how those movie clips are positioned in relation
to each other. If they share the same parent, then you reference the
current position of one and set the other occording to that.

I think you're saying, "Move ball_mc's _y position 150 pixels lower than
rectangle_mc's _y position." If so ...
ball_mc._y = rectangle_mc._y + 150;
If one of those is nested inside the other, you could simply tell the
inner movie clip where to go. It's "upper left" corner will be the
registration point of its parent.
