What do you mean by the quality of 90 home video? What do you think makes it stand out from home video of today? Are you talking about the quality of the camerawork, excessive DoF?

The colour grading can be done in:
1. Premiere's 3-way colour corrector by increasing the warm midtones and countering it by increasing the green/blue shadows.
2. RGB colour corrector - reduce the pedestal and increase the gain to maximise the contrast range. Use the waveform monitor to make sure that your results do not go outside the 0-255 range.
