could you confirm which version of Captivate you used to produce the swf? If it is Captivate 5 or 5.5, then you would see this issue;
the good news is that the next patch of Presenter (7.0.7) is due out shortly and you would be able to insert and control Captivate 5/5.5 swfs inserted onto slides.
Indeed, probably your issue is due to the incompatibility between Captivate 5/5.5 that supports only ActionScript 3 and Presenter 7 that only supports ActionScript 2. We are waiting for a Presenter upgrade that will support AS3 as well.... since more than 1 year
Adobe Presenter 7.07 was released last week in conjunction with Adobe Connect 8.1.2 as well as Captivate 5.5. All three now are AS3 based and fix this very complex issue.

Adobe Captivate 5.5 has been released for awhile and was the first to move to AS3. Now all are in sync. Suggest running all previous content in Presenter or Captivate and then uploading again. That would convert any AS2 issues to AS3.
