Illustrator saves it's layers in PDF in a way that only Illustrator can read.
Photoshop saves it's layers in PDF in a way that only applications that can read PSD can read.
The layer data is not the same, nor is it sharable with other applications.
You would need to export your Illustrator document as a PSD file, with layers -- but that may change the appearance because Illustrator's transparency model is not the same as other application's transparency model.
PDF layers are something different than PS layers and again then it makes a difference if the editable data was created by AI or inDesign for instance. As C.C. already said, you need to properly export your document to PSD from AI to use those layers in PS.
