Why doesn't  Premiere like this file?

I'm trying to import a file and Premiere is telling me that it's corrupt or is an unsupported format. Below is the mediainfo output.

I've been down this road before, and I usually end up on a fruitless search for programs to convert flash to another format. I'm not clear whether it is indeed Flash is causing the problem. I always thought it was the codec which was the important component, and I thought Premiere could handle AVC. Anyway, if anyone could tell me what the problem is, and the easiest way around it, I would be extremely grateful.
