There is no need to for character styles here. Just set the two paragraph styles appropriately.

Looks OK to me.
You'll want to set the body copy to "left justified" or justified with last line aligned left, as opposed to "left aligned" (the various dialogs can be a little inconsistent and confusing about how they name this option). If the headings are never more than one line, left aligned is fine, other wise you might want to set them also the be left justified, depending on if you want the first line of a multiline heading to always extend all the way to the right margin, same as body text. Makes no difference for single line paragraphs.
