If you're using an HDV preset, your only preview codec option is going to MPEG2 I-frame. If you want to change it, you'll have to define a custom preset by changing the Editing Mode to "Desktop." You can change any parameters you like, then.
However, the more important consideration is why you want to change the preview codec--that's typically not necessary. Can you explain why you want to do this?
because when i export and select match sequence settings it goes to the mpeg I-frame and i cannot open it.
PLus i am uploading to youtube. so i have to make the dimensions 1280x720

Changing the preview codec will not change this. Also, don't use Match Sequence Settings. It's not what you want to do, despite it seeming to be the easy solution.

In that case, you'll get decent results by selecting H.264 as your export format, and then choose the YouTube HD preset.
