Report back with the codec details of your file, use the programs below

Once you know exactly what it is you are editing, report back with that information... and your project setting, and if there is a red line above the video in the timeline, which indicates a mismatch between video and project
The video codec is mp4v while the audio is mp4a: MPEG-4 AAC LC. The project setting is NTSC-DV standard 48kHz. And there is no red line aboe the video.
Yes, but what model of camcorder did this video come from! We need to know in order to figure out if it uses a codec that Premiere Elements can work with.
