Why does inDesign do this? It hides the bottom scrollbar, so I cannot scroll sideways or see what page I am on. It only does this sometimes - I would not be surprised if it was my computer.

You've managed to resize the window so it is taller than the screen real estate above the task bar. Try autohiding the task bar and see if you can move the bottom edge upwards (without invoking the taskbar again). Otherwise, maximizing the window will "solve" the problem while you work, but won't fix it for the future.
Thank you for your answer! I figured out that even though it looked like I had it on "maximize" for window size, it was on the biggest "minimize" window possible so the bottom toolbar didn't show up. Got it figured out now!
