Assign whatever attributes you need for it and highlight it with the text tool. From the character panel click new, it should assign the attributes to the character style.
Copy the symbol, bring up the find Change dialog.
Paste the TM into the find field. Below the basic find is Style options. In that replace field, choose the new character style and change all.

Make a character style for the smaller ™s and don’t forget to include a baseline shift. I would set two of them and style one as I want it, then baseline shift it up so the top matches the unadjusted ™. If the font has multiple weights, see how increasing the weight by one step helps it look right (like from Regular to Semibold). One happy, select the adjusted ™ and make a new character style.
After that use a GREP Style to apply the character style to all insances of ™. Build it into the base for you body copy paragraph style.
