I see the Posterize, But I dont see Posterize Time. Are they same ?
No, they are not the same:
Similar principles, but totally different results--one affects pixel color values, and the other affects perceived frame rate (e.g. strobe). You want to drop Posterize Time on your clip, and then change the single effect parameter--Frame Rate--to essentially reflect how many times per second you want the video image to update. It doesn't change the duration of a clip, like altering the frame rate of the clip would, but instead causes frames to be duplicate and others dropped to create a strobed or stuttered effect.
