Premiere Elements includes Chroma Key, Greenscreen Key, Bluescreen Key, Videomerge, Garbage Matte and Track Matte effects, all of which will likely do what you're looking for.

I agree with Steve, that knowing what you wish to do with "maks," would be very helpful.
There are several types of "masking," but they might not be exactly what you are looking to accomplish.

How do you wish to use this "mask?"
The reason that I ask is that within PrE, one can use the Titler to create various Shapes, which can be used as Mattes/masks for Effects, like Track Matte Keying. One can also create those in Photoshop, or PSElements. As both of those are pixel Image editing programs, one can Paint in QuickMask Mode, to create what would be used as Alpha Channels, or also Mattes for Track Matte Keying, etc.
The application of these masks, might determine how and where one would create them.
The Track Matte will also do this.
As we said, if you can tell us or show us what effect you're trying to do, I'm sure we can recommend a tool to do it.
