"web compatible" MP4 for display on iPhones and related

What if I need a "web compatible" MP4 for display on iPhones and related? The complaint I get is that the video "takes too long", which I assume is downloading instead of buffering but it may be a bitrate, file size or some other issue I'm missing. What are the most appropriate selections and settings for optimum (progressive?) play for MP4 in 16:9 and perhaps H.264 (HD) if at all possible?  This is for a hosted web site player and not for YouTube or Vimeo.

http://summerhousepc.com/flashgallery.html - This page displays FLV unless a non-flash device is detected. Then the loading/buffering time is too long.

Are there special settings for RTSP or does that only work with MOV files? (but that's another question).
