I am using Photoshop Elements 8 with Windows 7 and a Samsung SyncMaster 204T. When I open PE8 I get the following message: "The monitor profile "Samsung -Natural Color Pro 1.0 ICM" appears to be defective. Please rerun your monitor calibration software." Then it gives me 2 choices:
"Ignore Profile" and "Use Anyway".
I believe I have the latest Samsung drivers and have recalibrated, but I still get the message.

As PrE is not a "Color Managed" space, it sounds like there is something amiss with your Monitor Profile.
PS, and PSE, are Color Managed, so I would expect to see this, with either of those programs (plus Adobe Illustrator, and InDesign).
Not sure what is happening here - sorry.
PS - what Refresh Rate have you chosen?
I'd recommend you select the option to Ignore Profile.
