Looks like you have both rule above and rule below enabled in that style settings description...
Did you click there where it says Rule Below to access the settings for Rule Above? the offset onthe rule below is large, so it's the lower one in the image,and it looks like the one on the baseline is a Rule Above with 0 offset.

I still think you have "Rule Above" checked. Your dialogue box shows "Rule Below", but the Rule Above attribute is in the pull-down menu...
