Report back with the codec details of your file, use the programs below

Once you know exactly what it is you are editing, report back with that information... and your project setting, and if there is a red line above the video in the timeline, which indicates a mismatch between video and project
John, I can confirm there is a red line above the video in the timeline. I will report back with the codec details when I have a chance to work through that.
Once you know the codec and the exact specifications of what is inside the file, you MAY be able to find a setting that will work
Or, because PE4 is old, you may need to either convert your file to DV AVI or upgrade to PE9
I converted the .mp4 file into a .wmv file using the Freecorder Converter and that did the trick.
