From what you have described, it sounds as if the updateRTImageOnRender property has been set to false. But, by default, it should be true.
It might be that your graphics hardware is not capable of supporting the image functionality; I'm pretty sure the new bump-mapping technique is only possible on graphics hardware with at least pixel shader 2.0 support.

You cannot grab the image of a texture in a W3D file.
If you try, you'll get "Access Denied" (a kind of copyright protection if you like).
In the Mirror example you also have the solution (a workaround) for that: an overlay.
So use the stage and that overlay to get the image.
