Are your clips all the same duration?
No, they're all different durations.
I shoot clips of houses. The reason I want the same mark in/out is that the first two seconds of every clip I'm bumping the camera, getting the slider to run/head to pan, etc and the last two seconds of every clip I'm bumping the setup to turn off the camera/stopping the pan/slider, etc.
I want to automatically mark out those bumps.
Well, it's not too bad to do the in point in the bin, but the out point would be problematic. Here's another possibility, though...
Create a sequence that matches your footage; I'll trust you know how to do this. Select all your clips, or if they're in a bin, just select the bin. Go to Project > Automate to Sequence (or click the button at the bottom of the Project Panel). In the dialog, set the Clip Overlap to 2 seconds. Uncheck the Transitions option, and if you don't need audio, you can check the Ignore option for that. Hit OK, and all the clips will be added to the sequence, already trimmed -2 seconds at the head and tail; this won't apply to the first and last clip, as you'll need to trim those manually. Obviously, this doesn't change anything in the bin, and you can't drag multiple sequence clips back to the bin, but you'll be ready to start editing in a sequence in moments.
