I've got Lion running and don't have any of these problems.
Have you tried uninstalling and reinstalling the program after your OSX upgrade?
And it would be helpful if you told us what type of camcorder this video was coming from and which project settings you selected when you set up your Premiere Elements project.
Though, as John says, if you've got complaints about the software itself, it's best to address them to Adobe rather than this forum. We've got nothing to do with the program's creation or development.

- System: Dec 2010 27" iMac, quad core I7 with 12 GB of memory
- Video files: MOV (Image data: H.264; Audio data: Linear PCM (stereo)),
shot with a Canon Powershot SX230HS
I first saw the issues with a system that was upgraded from Snow Leopard to
Lion after Premiere Elements 9.0.1 was installed. At that time I used the
"Hard Disk – Full HD" preset. I was then able to reproduce the issue on a
clean Premiere Elements install on a clean install of Lion (installed Snow
Leopard on a new partition, upgraded to Lion, installed Premiere Elements
9.0, installed camera raw and 9.0.1 patches).

So which mode are you shooting your video in on your camcorder? It shoots in a wide variety of frame sizes and frame rates -- not all of which are compatible with Premiere Elements.
Shooting in Full HD AVCHD 1920x1080 may not work because, if these specs are to be believed, that shoots in 24p, which Premiere Elements doesn't support in Full AVCHD.
You might do better shooting AVCHD Lite (1280x720) and using the appropriate project settings for that format.
As an alternative, you can shoot in 640x480 and try the DSLR 640x480 project settings.
But it's hard to give you specifics without knowing the specifics of what type of video you're working with.
Meantime, do remember that Lion is a relatively new OS, so it's going to be buggy for a while. Although it's also not a major upgrade, so uninstalling and reinstalling your program may fix any strange behavior.
But you need to figure out how to match your footage and project settings first or the rest of moot.
Thanks again for your help. Yes, I am shooting in Full HD (1920 x
1080 at 24 frames). The strange thing is that Premiere Elements never
had any problems with that under Snow Leopard. I'll see what Adobe
tech support has to say and if that does not provide a solution, then
I will try the other file formats.
And don't forget to try uninstalling and reinstalling the program. It may simply be that some component got lost during your OSX upgrade.
