Yes, I've noticed this, too. What's interesting is that it seemed to come about after running a certain Windows Update; I've never been able to pinpoint which one, however. It seems to be worse on my CUDA system; my CUDA-less, slow, old laptop (by comparison) doesn't seem to suffer it quite as bad. I'm not noticing it in AE or PS, however--AE is really snappy.
It's obviously something in Premiere Pro (at least the Windows version) that is at fault, but since it seems to be triggered by an external force, it's really hard to report a solid bug report on it. I've tried
