you have image for your zooming effect? If yes, apply "allow smooth" for that bitmap from the library properties.
It's not an image, it's a symbol. I copied the layers I made that I drew and pasted it in a symbol so I can make a zooming transition.
If you have any outlines on your object please remove and test it again.
Is there a way I can do it without removing them because I prefer keeping the outlines.
because outline gives you some jerk while zooming, it redraws the vector. Or else try with smoothness options on modify menu. If you want outlines then design it as a bitmap and load it with allow smooth
The smoothing options just smooth out the shape, not the animation and I can't make it a bitmap because it removed the eyelids.
Could it be because my properties are at 720p resolution?
Just switched to 480p and it was better. Not real smooth though.

Yeah. It's a comedy animation though, so if it seems wierd, I'm sorry. I am a noob at Flash still, so it might look a bit messy.

Cant really see what is not smooth in your animation, may be it is pc performance related.
Probably you can try these flash good practice to reduce the load of your animation.
1) Compress audio.
You have a 3MB mp3 file in your animation, this is probably one of the heaviest content.
Try reduce the file size by changing the compression of the audio.
From library panel, right click on the mp3 file, choose properties.
In the sound properties dialog, set the compression to mp3, set a lower bit rate and quality.
2) Reuse reusable symbol.
Symbols is one of the key basic feature to make flash animation lightweight.
From your library, the symbol Tween 11 and Tween 12 are the same. It is a waste.
Besides, I see your Wall movie clip, 4k x 2k pixels of shapes -_- This is not a good idea.
Apply usage of symbol, e.g:
a) Make a rectangle graphic as tile, duplicate the tile to make the floor graphic.
Do not skew the content of tile or floor graphic. Skew the instance on stage instead.
b) Make a rectangle graphic as plank, duplicate it to make the wall graphic.
Do not make 2 different plank graphic symbol. Apply tint color effect to the graphic instance to make different color of plank instead.
c) Make graphic symbol for other elements (window, picture, nazi logo)
d) Combine floor, wall, and other graphic to your wall graphic.
3) Clean shapes.
The left side is your eyelid, while you should make it clean like the right one.
Though those part are not visible to your viewer, but it consume resources in flash playback.
Keep only necessary parts.
As for the outlines, you can convert the outlines to fill/shape, by selecting an outline, on menu, Modify - Shapes - Convert lines to fills.
But this is not recommended because, firstly it will not help much on your animation playback performance, and second it will cause you difficulty if you want to edit your drawing again.
