you should always check that it has created exactly what you intended.

Doing some more checking on the forum, it appears that CS5 (and its predecessors) have had problems with AVCHD. To at least fix the issue raised in question #1, select the MTS files in the Project panel, choose Modify > Interpret Footage, and then change Field Order to Conform to: No Fields (Progressive Scan).
Then at least, the red lines in the sequences change to yellow.
But that begs the question: why does P Pro mis-interpret AVCHD footage?

Are you certain that it is progressive?
Have you checked the footage with MediaInfo or other utility?
I am not familiar with the camera.

When shooting 1080p30.the vast majority of cameras
will out this as 30P contained within a 60i stream.
This is because in the original specifications for HD-SDi
there was no allowance for 1080p, only for 1080i.
This signal is called PsF (Progressive Segmented Frame).

It's a bug--plain and simple. There's no other reason than that. This exists in CS5 and CS5.5 (assuming you're referring to AVCHD 1080p30). I haven't seen this with 720p60--for me, its interpreted as progesive--so I'll take your word on that.

In the meantime, just interpret the footage as progressive after import, and continue as you otherwise would.

I submitted two bug reports for the drag and drop method resulting in the wrong sequence settings and using a sequence with the correct settings but getting the red line displayed at the top of the sequence.

Colin Brougham Sep 18, 2011 5:53 PM (in response to Sengstack)Well, actually, the resulting behavior in the sequence is absolutely correct--and the drag and drop method is working correctly. The actual bug is in the interpretation of the footage itself--instead of being properly interpreted as progressive, it's interpreted as interlaced. As a result, a sequence created using the drag and drop method matches the footage--it's interlaced, and you get a yellow bar. When you manually create an AVCHD 30p sequence and drop these clips into it, you have a mismatch--progressive sequence, interlaced footage--and that's why you get the red bar.

It doesn't matter what the manual says; the point is that Premiere Pro is interpreting this particular flavor of footage incorrectly--or perhaps, isn't capable of interpreting it correctly. Whichever it is, footage shot in a progressive mode--regardless of how it is recorded into a file--should be interpreted correctly as progressive on import. Since the HMC150 has a 1080p30 recording mode, footage shot in this mode should be 1080p30 in Premiere Pro--it is not.

How? If it actually is an interlaced signal, then it seems to me PP is behaving correctly to consider it such.
The real solution here is to get camera makers to stop recording progressive captures over interlaced signals. With solid state, we're no longer locked into specific recording rates. If it's captured progressive, record it that way.

Colin Brougham Sep 19, 2011 10:14 AM (in response to JSS1138)When a stream is flagged as progressive, even if it is recorded interlaced due to the way the particular codec works, Premiere Pro should be correctly reading that flag and interpreting the footage as progressive. I work with DVCPRO HD 1080p30 all the time, which, as recorded to a file, is actually 1080i60. Premiere Pro correctly interprets this as 1080p30, since the stream is flagged as such. The same applies to DVCPRO HD 1080p24--there is no such animal from a file standpoint; nevertheless, Premiere Pro can strip out the pulldown frames and render a true 24p stream. It should be noted that as of CS5.5, Premiere Pro still interprets DV 24p as Lower Field First instead of Progressive.
