Is this from your Adobe Photoshop.Com account?
The online storage is with Adobe Premiere Elements. It states that it is full. Also, I click on "Manage my backup" and nothing happens. So, I don't understand how I can delete old files and manage my back-ups.

It sounds like you are talking about Photoshop.com, Lucia.
Go to http://www.photoshop.com, click the Sign In link in the upper right of the web page and log in with your Adobe ID and password.
Then, from under the Me menu, select My Library. Once you are in your Library, you can delete any files by selecting them and clicking the Delete (trashcan) button in the lower right of the page. (I cover this all in detail in my books, if you're interested: http://Muvipix.com/pe9.php )
If your files are being backed up to your Library and you want to prevent this, go to the Elements Organizer and, under the Edit Menu, select Preferences, then Online Backup and uncheck the options. (I cover this step by step in my books too.)

As Steve said, just login into your account on photoshop.com and manage your backup, your contacts etc. And you will get your space free.
